St. Vincent and the Grenadines has signed a cruise-port development and management agreement with Global Ports Holding, with minimum investment commitments totalling US$80 million across two phases.

The agreement, signed on October 26, provides a 30-year operating arrangement while government retains ownership of the port facilities, according to reporting by St. Vincent Times.

The first phase requires at least US$20 million to upgrade and expand existing cruise berths in Kingstown. A second phase provides for a minimum US$60 million investment, including a new pier west of Kingstown and cruise-ship and mega-yacht berthing facilities at Clifton, Union Island.

The arrangement also provides a mechanism for Vincentian citizens and local entities to acquire up to 30% equity in the local operating company.

Existing port retailers and food-and-beverage vendors are to receive tenancy protections, while local arts, crafts, music and heritage must be represented within the terminal.

For local businesses, the agreement’s practical value will depend on how expanded cruise activity translates into customer spending and opportunities for Vincentian operators.
